Why are we christians in the habit of misapplying this text?

Ephesians 4:
17 This I say therefore, and testify in the Lord, that ye henceforth walk not as other Gentiles walk, in the vanity of their mind,
18 Having the understanding darkened, being alienated from the life of God through the ignorance that is in them, because of the blindness of their heart:
19 Who being past feeling have given themselves over unto lasciviousness, to work all uncleanness with greediness.
20 But ye have not so learned Christ;
21 If so be that ye have heard him, and have been taught by him, as the truth is in Jesus:
22 That ye put off concerning the former conversation the old man, which is corrupt according to the deceitful lusts;
23 And be renewed in the spirit of your mind;
24 And that ye put on the new man, which after God is created in righteousness and true holiness.

The Rolls of the Holy Spirit?
you asking what is it the Holy Spirit is to do? John chapter 14 through 16 tell us as Jesus is speaking
chapter 14,
17 the Spirit of truth, whom the world cannot receive, because it neither sees Him nor knows Him; but you know Him, for He dwells with you and will be in you. 18 I will not leave you orphans; I will come to you.
26 But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you.
Chapter 15,
26 “But when the Helper comes, whom I shall send to you from the Father, the Spirit of truth who proceeds from the Father, He will testify of Me. 27 And you also will bear witness, because you have been with Me from the beginning.
Chapter 16,
7 Nevertheless I tell you the truth. It is to your advantage that I go away; for if I do not go away, the Helper will not come to you; but if I depart, I will send Him to you. 8 And when He has come, He will convict the world of sin, and of righteousness, and of judgment: 9 of sin, because they do not believe in Me; 10 of righteousness, because I go to My Father and you see Me no more; 11 of judgment, because the ruler of this world is judged.

Jesus said :

The " Roll " of the Holy Spirit?
Jesus said :
- He will dwell in you and be with you and in you
- Jesus will come to us through the Holy Spirit He will not leave us orphans
- He is a Helper He will teach you all things, and bring to your remembrance all things that I said to you. That Jesus said
- He is truth Lead us and guide us into all truth
- He will testify of Jesus and HIS resurrection Acts 4:33 confirming Jesus is alive.
- The Holy Spirit is eternal
- He will convict the world of sin and of righteousness and of judgment on those who do not Believe in the Lord Jesus
- He empowers the believer to be a witness: Acts 1:8 as Jesus said.

The Holy Spirit is ever-present, constantly moving in the hearts of people today and always, just as the wind moves: John 3:7 "Do not marvel that I said to you, ‘You must be born again.’ 8 The wind blows where it wishes, and you hear the sound of it, but cannot tell where it comes from and where it goes. So is everyone who is born of the Spirit.”

To keep the scripture in context, we have to consider what people Micah is referring to when he said, What doeth the Lord require of thee, but to do justly, and to love mercy, and to walk humbly with thy God". It tells us who he is talking to in verse 3-4, and that is; HIS PEOPLE, that he brought up out of the land of Egypt. He is not referencing all mankind.

there are many of them let's start with the word of Jesus Himself in context to Believe John 3:17-18
15 that whoever believes in Him should not perish but have eternal life.
17 For God did not send His Son into the world to condemn the world, but that the world through Him might be saved.
18 “He who believes in Him is not condemned; but he who does not believe is condemned already, because he has not believed in the name of the only begotten Son of God.
Jesus said YOU must be born again in verse seven
Paul said in Romans chapter 10:9-11
9 that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation. 11 For the Scripture says, “Whoever believes on Him will not be put to shame.”

The Lord told the apostles His words while being in their presence, where everyone afterwards read those same words. So, we are not misapplying the text when we say that the scripture is indeed to everyone. As we study the word of God, He brings to our remembrance all of those things that He has told us (in His word) and the Holy Spirit reveals the things yet to come. That is unless you think that the Lord's word is only for those He told in person?
"But when He, the Spirit of truth, comes, He will guide you into all the truth. He will not speak on his own; he will speak only what he hears, and He will tell you what is yet to come."

The apostles and prophets are the foundations. But the church is far bigger than just the foundations. People receive revelation from God, enabled by the Holy Spirit, 2,000 years after the apostles time. We need revelation. It's like spiritual manna, it needs to be fresh every day. Lord Jesus is the Word of God and He is the Bread of Heaven.
Revelation never contradicts the written word. But the written word is useless without revelation.
