Peoples mental health can change over time it doesnt necessarily need an official diagnosis, anyone can get drunk or take drugs and do something terrible like this.
Also even if the shooter obtained the weapon legally
anyone can still steal or be given a gun from someone who has one and didnt lock it up properly
plus the ammo suppliers I dont think check when they are selling anyway. They make too much money off it
as for the school, on a good day maybe they would have security measures in place but it could be one of those days where it wasnt, as can happen in a busy school, teachers off sick, principal on leave, not enough cover etc
the risk is always there, its just higher in the US because of the bigger population, prevalance of weapons, and casual nature of using them, nobody dares ban them outright because it would infringe on peoples 'rights to bear arms'
as for video games that simulate shooting, its just training people, kids even, the wrong way. You dont learn to drive a car by playing Grand theft auto! or ANY of those car racing games. That is not even driving a car responsibly by any means, you not even strapped in for start its just on a tv or computer with scenery whizzing by.
so pushing or tapping a button to shoot in a video game is not the same, sure the blood splatter may get on your screen BUT you dont have to wipe it up and take away the dead bodies.

According to current news reports a teacher knew there were shots being fired outside the school, allegedly ran to call 911, and left the front door propped open WHEN THE SCHOOL WAS ACTUALLY IN LOCKDOWN at that time. Also the police did nothing for over an hour, and it is only because the border patrol officers refused to be held back by the police that the shooting stopped! So you can see that mistake, after mistake, after mistake was made in this whole horrible incident.
But here is more information about people knowing in advance that a lunatic would be going on a shooting spree and doing nothing. Below are comments about the Buffalo shooting, but the Uvalde shooter posted his plans on social media also, and no one did anything:

Now, a new development in the investigation shows that Gendron told six people about his plan to commit a mass shooting some thirty minutes before the crime. I don't believe that. When we did these drills if you were outside you couldn't get back into the building until after the drill was over. If they were in lockdown how did she get in? They may claim they went into lockdown but how did the shooter get in? How did the shooter enter the classroom? When you do the drill every teacher locks their door, turns off the lights and covers the windows. I believe the confusion is because they should have gone into lockdown and didn't until it was too late.
This is simply CYA, the door was open for the teacher because they hadn't gone into lockdown.
Also there are people who are responsible to make sure every door into the building is securely locked once they go into the drill. So if they went into the drill after the teacher came in the door should have been locked within 3 minutes.

One other thing I would point out, I was in NYC and I know how we practiced the drills, but what about Texas? In NYC guns are illegal, it would be very difficult for a kid to bring a gun to a school. Sure, you might get some gang members in a shootout outside some school, but they have no interest in going into a school. Gang members are like jackals and the NYC police are the pride of lions. They understand the hierarchy.

There's nothing in the constitution that states the government or police by extension are obligated to protect people or property. So the police don't have to put themselves in harms way for any reason and it's entirely up to them whether they are willing to try and save anyone's life including children.
It also means that nobody in government is obligated to make any effort to stop someone who is mentally unstable from purchasing firearms and using them on others.
Government as it exist now is mainly set up to make those in power more wealthy and powerful at the expense of hardworking taxpayers, so trying to make sense of what happened won't really change anything. The only thing that is likely to change from something like this is a reduction in all of our freedoms and a rise of senseless murders.
Which is all the more reason why we need total freedom to arm ourselves as we see fit. Otherwise who's going to protect us, our property and our children?

After Columbine the school systems across the country responded, making bullying a major issue to address. After Sandy Hook we responded again, putting in place the best protocols around to respond to something like this.

With all the shootings that are going on it seems as if it is a set up to have the motive to ban guns in America but I cannot say for sure.
I think they want to ban guns for they are going to go to a new form of government and they have to disarm the people first so there is least resistance.
America is going to a new form of government that will mimic the one world government to come which will be a balance between democracy and communism.
The new age movement will eventually be the balance between atheism and spirituality as they believe they are still evolving to be spiritual and godlike.
The nations are working together more than people realize but they do not want the world to know that and it seems as if they are going to a one world government now.
I believe Russia and America are actually working together and democrat and republican are actually working together.
That is why they took prayer out of school for they are going by the new age movement now as the interpretation of all religions and they want to implement that in the world.
The new age movement gave them a new reality and they want to implement that in the world as the truth.
It was great to live in America years ago but not so much anymore for the future for they are going to cause the collapse of America on purpose.
The occult believes in the mystical Phoenix bird that after 200 or so years is consumed in fire and out of it's ashes arises a new Phoenix bird.
It could be that they will collapse America on purpose so out of it's ashes arises the new world order and it might be done by nuclear weapons.
America would not be the super power anymore which will please many nations and could be a motivating factor for the nations to come together and the possibility that another nuclear war could happen could scare them to come together.
