Who are "all men" referring to? The "all men" are different from those that believe.

1 Timothy 4:10 For therefore we both labour and suffer reproach, because we trust in the living God, who is the Saviour of all men, specially of those that believe.

I’ll stick with MLK Jr. who said above all else he wanted to be remembered as following the One (Jesus Christ) who loved His enemies so much He died for them.
Like I said, those who never believe indicates Jesus didnt love them nor die for them. Believing on and following Jesus Christ is the fruit of His death.

For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. For God sent not his Son into the world to condemn the world; but that the world through him might be saved.

One of the strangest things we see is that when you go to John Calvin's commentary on these verses (Bible Hub), he confirms that this is the world of humanity -- all human beings. Then he contradicts himself in his Institutes.

Thats the Sheep ! And all the Sheep shall believe, if a person never believes in Jesus, then its obvious Jesus didnt die for them, and couldn't have possibly been their Saviour. Hes a Saviour unto them He died and rose again for and saved Acts 5:31
