Where does the justification for The New Testament doers of the law in Romans 2:13 originate from?

Paul is making a point, not describing a set of people. "Doers" here is contrasted with "hearers". That's the point of the sentence.

Those who are merely hearers but don't do what they hear are not going to be justified; in order to be justified, you must actually do what the Law requires.

The problem is that, as Paul states, nobody is righteous... no amount of "law doing" is sufficient to make one righteous. We have all sinned and cannot move ourselves from "sinner" to "justified" because we have all failed to "do" what the law requires.

no the doers of God's holy law shall be justified that's exactly what Dino did he was s doer of Gods word for giving sound advice.

Is there something wrong with the lord making you shine after giving his advice, could you think of any better justification than that, shining with God's pride

The doers of the law shall be justified.
Paul is progressing through an argument in stages. At this point in his argument he is speaking about Jews under the law being justified before God. This statement is true of those trying to live under the mosaic law. It is not being applied here to those taking refuge under the new covenant.
