26 But the judgment shall sit, and they shall take away his dominion, to consume and to destroy it unto the end.

27 And the kingdom and dominion, and the greatness of the kingdom under the whole heaven, shall be given to the people of the saints of the most High, whose kingdom is an everlasting kingdom, and all dominions shall serve and obey him.

Can you outline the book of Revelation for me? Perhaps break the book into anywhere between 4 and 6 sections?
 
Who governed the land the saints dwell in before it was given to them?

6 Blessed and holy is he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with him a thousand years.

7 And when the thousand years are expired, Satan shall be loosed out of his prison,

8 And shall go out to deceive the nations which are in the four quarters of the earth, Gog, and Magog, to gather them together to battle: the number of whom is as the sand of the sea.

9 And they went up on the breadth of the earth, and compassed the camp of the saints about, and the beloved city: and fire came down from God out of heaven, and devoured them.

It's referring to the kingdom of God and it was taken from the nation Israel in the 1st century.

So ,are the saints reigning with Christ in that kingdom under heaven now, or is it governed by someone else at this time?

Have you not studied the book? Have you not considered its audience and message? Have you ever considered that it isn't haphazardly put together but that it is very structured?

If you haven't approached the book in this manner I wouldn't expect that you could outline the book. But if you ever do, you will find the same structure in the book of Deuteronomy. It is impossible to understand Revelation fully without first understanding the book of Deuteronomy. In Deuteronomy, God enters into covenant with Israel and outlines the terms and sanctions of the covenant. In Revelation, God reveals their failure to uphold the covenant and issues forth the sanctions. He then reveals His plan to move forward with a covenant of grace.

Jesus is on the throne and is ruling and reigning in the hearts of every believer...the kingdom is in you...Luke 17:21.
Further, Jesus is building His church and the gates of hell can do nothing about it.
