Jesus disagrees with that in Matthew 5..... "you have heard it said..... but 'I' say to you....."
He gave us better "laws" because they dealt with what was in our hearts, not simply what we did to obey the law. And even there, they are not really "laws", but principles that we try to adapt in our behavior, which enables us to more closely adhere to the two "laws" that he told us were most important.
