That’s not how history works but your statement is partially true.
Societies in history try to find balance.
People don’t want to go back to dumb leftist ideas.
Everything was fine when “don’t ask don’t tell policy “ was in place.

340 million is the population...

But, not the number of actual taxpayers.

Children don't pay. Many mothers do not either.
The rebates would actually be going to a family.

Many of those taxpayers are parents and the taxes are paid by a family which includes children. So we ignore those children? Also, there are other people who are adults, they are citizens, they don't make enough money to pay taxes, but they might have paid taxes in the past. So it was their tax dollars that were used but because they didn't pay taxes in some arbitrary year they don't get a rebate? Likewise with retired people.

It seems to me if you are claiming that only tax payers should get a rebate then it shouldn't be a flat $5,000 per taxpayer but it should be doled out based on how much they have paid in taxes.

Now are you going to pick a time range? Is it based on their entire life?

Now suppose you have an 18 year old who has never paid taxes. But their parents paid taxes for the entire 18 years of their life and their parents are now dead. Their tax dollars were misused but you are refusing to give anything to them because they are dead, so their family is defrauded twice.

So to answer your question "whose taxes were abused"? Most likely every single taxpayer for the last 50 years at least. Since many of those tax payers are dead it seems quite reasonable that their children should get their rebates. If you are giving rebates to children of taxpayers it seems reasonable that all citizens get the rebate. Also the benefit to the government to do this is that the majority of Americans will spend this rebate stimulating the economy. So the biggest advantage to the country will be to from those who have paid the least taxes and the least benefit will be from those who paid the most. That would be an argument to give everyone the same $5,000.

Finally if you want to give it to taxpayers instead of citizens then what about corporations?

The minute you go down the rabbit hole of "whose taxes where abused" everything becomes open to litigation and then only the lawyers will get the money in the end.

You can't base it on "how much of your money was defrauded". I think the simplest way is that this is a tax rebate given to all citizens over a certain age. We have done that many times without any litigation.

I’m so sorry for your loss.
I just can’t believe he’s gone. We used to talk a lot about stuff. I was so surprised when he said how old he was. I would never have guessed from how a quick draw he was.
