To foreknow means to know ahead of time. The use of the word whom indicates that the foreknowledge is concerning people, and not information.
So the verse is teaching that sometime prior to the verse being written, God foreknew people. So, do you know any verses that would suggest when that might be?

xplain my perspective just a little further, I can accept the possibility that our will may not be 'free' but I don't think anyone denies that we indeed have a will, inherently designed into our being. And, I believe that God, having gifted it to us in the first place, does hold it with special interest in the return of it, wherein His initial investment into it is love, and those that value it as what it is, true, rather than dismiss it or discount it or pass it off for myth, reciprocate with their own investment into Him, trusting Him with their lives, even as far as their wills.
