I have heard many different theories on the purpose for this meeting and none of them make any sense. The only explanation that makes perfect sense to me is the one that no one has said.

James Comey has just been indicted for treason. I don't care what the official charges are, it is treason. No one commits treason without a good number of top military men on your side. I would expect at least a fourth and likely a third of these generals will be arrested. They did not need to take eight months to indict Comey, on the contrary I suspect they have been putting together the entire network before indicting him.

When they arrest 200+ generals they will need to replace them and I suspect the treason was mainly high ranking generals who will be replaced with the 1 star generals. There have been those who said they are being recalled because of a "restructuring" of the army. If they are talking in code then yes, that is the reason they are being brought home.

The restructuring will probably include the arrest of quite a few of them.
