The scriptural parallel is birth versus birth. One from flesh (physical birth) compared to one from the Spirit (spiritual birth). A baby does not receive a breath a birth, it either takes a breath or it dies.
John 3, when talking of the rebirth, is speaking of the origin of the birth and not how or when one receives the birth.
Analogies, metaphors, parallelisms should not be taken beyond their context.

Actually, that is not true. It is the child who secretes a chemical when it is ready to be born that puts the mother into labour.

though many refuse to accept it. God's word makes it clear that being made alive requires turning to God in repentance, having one's sin remitted in obedience to water baptism in the name of Jesus, and receiving the Holy Ghost as well. (Acts 2:4-41, 8:12-18, 9:17-18, 10:43-48, 19:1-7, 22:16)

Natural: Baby turns, baby exits the waters of the womb.
Spiritual: "...Repent, and be baptized Everyone of you in the name of Jesus Christ for the remission of sins..." Acts 2:38 Baptism in the name of Jesus is a reference to water baptism. See Acts 10:43, 47-48.
The child consciously secretes the hormone? Or the Creator placed into the child the hormone and released it?
Does a child consciously secrete hormones so the changes at puberty take place?

You should start with Acts 2:37. This is the work of God that produces life that leads to the response in verse 38.
As revealed in the initial message presented at Pentecost, the giving of the Holy Ghost is promised to those willing to repent and be water baptized in the name of Jesus. The Samaritans received the Holy Ghost days AFTER they obeyed. And. the 12 men of Ephesus received the Holy Ghost AFTER they obeyed.
Acts 2:38-42
"Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.
Then they that gladly received his word were baptized: and the same day there were added unto them about three thousand souls.
Acts 8:12-17
But when they believed Philip preaching the things concerning the kingdom of God, and the name of Jesus Christ, they were baptized, both men and women.
Then Simon himself believed also: and when he was baptized, he continued with Philip, and wondered, beholding the miracles and signs which were done.
Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: Who, when they were come down, prayed for them, that they might receive the Holy Ghost:
