1Tim. 2:3-4."Quickening" or "quicken" means to make alive, give life, or revive.
God only convicts those, He quickens to life. Those who remain dead in their sin are not convicted of their sin by the Holy Spirit. They love their sin and that's all they know, they are fully committed to serve their lust. They don't feel any remorse for doing what they love to do.
The Bible never says that "God wants anything", because God always succeeds in whatever He sets out to achieve. You make no distinction between Gods elect (the children of God) and the world (children of the Devil). You should know better, the "world" in the above context refers to the Devils children, as verse 11 confirms "the ruler of this world is judged" So the ruler and His children are judged but Gods elect are saved.

When the gospel is preached, God isn't declaring what is available to an individual. He is declaring what He has already done for the individual. And by applying His power through faith, belief is the result. It is by God exercising His power through faith that belief is achieved. And this is the power of the gospel to whom? It's only exercised towards those who believe.
In my analogy, a plumber uses a wrench to fix the leaky faucet. The plumber is God. The wrench is faith. The faucet is the individual God is saving. Being saved by grace is no more complicated than that.
