I really don't believe the majority of people are "dumb". The most intelligent and kind people I know are playing into this.
I whole-heartedly believe it's fear.
Why does God tell us over and over in Scripture to not be afraid? Because no matter how strong or knowledgeable you are, fear can creep in and take control of our minds. It paralyzes us and makes people do things that are irrational. We have to remember our identity and courage is found in Christ alone!
"Do not be afraid of those who kill the body but cannot kill the soul. Rather, be afraid of the One who can destroy both soul and body in hell." -Matthew 10:28
Fear comes from the natural man.
We are stupid when we operate under natural man. Even the most intelligent person can become stupid if they are led by emotional reactions. Then come evil things like fighting one another for resources, destroying each other because we perceive a threat, tribalism, cruelty, etc. It isn't acting freely like loving our neighbor is gracious and free, it's reactive behavior when we allow sensations from the flesh like fear and greed to choke out the Spirit and cloud the mind from discerning. This effectively reduces us to monkeys. Most people operate like monkeys, and even smart people have monkey moments. Being a man in godly definition, is something that's not natural, but we grow and cultivate it (walking with Christ ) Natural man is the starter pack and some never grow out of kneejerking through life.

Throughout all of this madness. I will say, I have been so impressed with some of the women that have stood up for truth. So impressive.
I have watched nearly all of the testimonies, all the way through. And some of these women do not take a back seat for anyone.

If you look up both terms in a modern online dictionary, you are likely to find the definitions to be based on the idea of 'intelligence'.
However, while that may be good enough for 'dumb', it really does not "do justice" for 'dumbed-down'.
The idea of being 'dumbed-down' is really about having your ability to "think straight" and "reason correctly" diminished through the "trickery of deception" (the mechanism) that 'entices' you to modify your way of thinking.
The majority of people may not be 'dumb' as your statement intends; however, I would like to assure you that they have most certainly been 'dumbed-down'...
I say this based on the knowledge and observation of the span of years that is my lifetime.
