a new forum policy went into place ((i think with the changeover?)) so that only people who have paid for 'leveled-up' membership can initiate PM's now. as long as you haven't got your privacy settings to prevent PM's, you can receive them, and reply to whatever you've been sent, but anyone who joined relatively recently can't send, unless they've donated to the site.
some of us old timers weren't affected; i can still send PM's to anyone, and i'm not a paid member.
reckon we were 'grandfathered in'
i had an ongoing conversation with someone who had to close their account and start a new one, and they couldn't write me with their new SN until i wrote first
