Acts show no proof for the baptising with the Holy Spirit as second expierience

I will begin with the statement that without having the Holy Spirit, no NT believer has Jesus Christ and is also not saved.

We know that the Holy Spirit came in acts 2, 1.
That means the believer before acts 2,1 where not saved and had not Jesus inside.
With acts 2,1 the church was born.
The believer before this time belongs to the OT and were saved through the OT conditions.
After the Holy Spirit came in acts 2,1 the believer had zo be born again. This was not possible before acts 2,1.
The jews received the Holy Spirit at acts 2,1 ff.
The samaritians (acts8) received the Holy Spirit, after the Apostles lay their hands on them as identification that the Holy Spirit is also given them. This was necessary because the samaritiens were not acceptet from the jews.
In acts 10 we find that also the gentiles got the Holy Spirit. Before that God had to show Peter that what he sanctify is holy. For a Jew it was not thinkable that gentiles got saved.
In acts 1,8 we read that Jesus told the apostles they would be witness in Jerusalem, Judea, Samaria and till the end of the world.
The believers from this three groups became born again when the Holy Spirit came in their lifes.
Acts 19 is speaking from believers of a 4th group. The disciples of John the Baptist. They were believers, but not heard that the Holy Spirit will come. So they received the Holy Spirit through the hand of the apostle as identification.

No believer of these 4 groups where born again, before they received the Holy Spirit.

So how it comes that some are teaching the baptising with the Holy Spirit as second expierience is to find in acts?
