Article IX: Of Baptism.

Of Baptism they teach that it is necessary to salvation, and that through Baptism is offered the grace of God, and that children are to be baptized who, being offered to God through Baptism are received into God's grace.

They condemn the Anabaptists, who reject the baptism of children, and say that children are saved without Baptism.

At the time "they" were the Church Universal, and this is written by
Lutheran representatives. To King Charles V.

Emperor Charles V. had called on the Princes and Free Territories in Germany to explain their religious convictions in an attempt to restore religious and political unity in the Holy Roman Empire and rally support against the Turkish invasion. It is the fourth document contained in the Lutheran Book of Concord.

Even though this is a Lutheran document, Luther himself was opposed to the Anabaptists. Ironic.
Do you mean was not? Because these articles oppose anabaptists a lot.

It would appear that at the beginning Luther was friends with the Anabaptists, but then changed his stance and began to oppose them.

Its the usual switcheroo. Once you are starting off, don't got much support and all that, you are buddies with everyone. Then when Luther got a bit of a following; its: "yeah them anabaptists gots to go!"
