Yes all but one, the firstborn of the dead, are adopted. They are adopted when they receive the Holy Spirit.

Faith in Christ:
1. Repent
2. Be baptized for remission of sin
3. Receive the Holy Spirit

Romans 8:15
“For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, ‘Abba! Father!’


Prior to that they are children of their parents.

John 1:12-13
12 But as many as received him, to them gave he power to become the sons of God, even to them that believe on his name: 13 Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.

To me, I think God adopts his children much like fathers adopt children in our society. The children in the orphan homes are to us as all of the people in the world is to God. As a father, we go to the orphan home and look them over and choose the children we want to adopt, much like, God looking over the people of the world (Psalms 53:2,3) and choosing those he wants to adopt (Eph 1:4). Notice, the earthly father and God did the choosing and the children had no choice in the matter. The next step the earthly father does is to do the legal work according to the law and pay the price of the adoption, much like, our God, according to his law, sending Jesus (John 6:38) to pay the price of the adoption on the cross. The last step in the adoption is for the earthly father to pick his adopted children up and bring them home, much like, God sending Jesus to earth to gather his adopted children and take them home (Mark 13:27).
