In Romans 10:9 it says,

Romans 10:9 (KJV)
That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

From this verse it is saying that Jesus is a Lord (or THE Lord), right? If so, is Jesus a Lord, or is He THE Lord, like Lord of ALL (everything, everything ever created, every man, woman, child that exists has existed and will exist along with every angel or spiritual thing that exists, EVERYTHING). Also in this verse is it saying that if you confess that Jesus is that Lord and also believe in your heart that God (the Father) raised Him from the dead, you will be saved? Or is it saying if you confess that Jesus is your Lord and also believe in your heart that God (the Father) raised Him from the dead, you will be saved? Or is it saying both?

When you confess the Lord Jesus, you are confessing His testimony, how He she’d His blood for our sins on the cross. It’s not necessarily a verbal confession.

When Jews who deny Christ call on the Lord, they call on a Lord who saves, but on a Lord that doesn't include what Christ did for us. The true God includes Christ.

Do we need to understand the characteristics of the true God when we call on God? For 4,000 years people called on a God that didn't include Christ that they didn't know of, yet God saved the saints. We are told they were brought from their sleep when the curtain split at the time Christ's body died.

Some people have created a God in their minds who is so race conscious that He excluded gentiles from His OT teachings. Is this God they have created truly the one true God?

Noooooo! lol, just confessing Jesus is Lord does nothing for the unbeliever. Only a believer can confess Jesus is Lord. Does that make sense?
So you're saying the NIV version of Romans 10:9 is incorrect?

Maybe someone else can contribute? My head is kind of messed up, but I might have had the notion that if you confess "Jesus is Lord" and believe God raised Him from the dead, you would be saved (and I might still have this notion, I guess it's complicated though). I guess in the past I might have had a hang-up on what Lord means here and might have not known who God is referring to. It is the Father, right?

I guess I would also like anyone else reading the thread to maybe read the OP.

I'm not sure if the NIV version of Romans 10:9 is incorrect, maybe someone else could chime in? The thread might be going in the wrong direction if the NIV version of Romans 10:9 is correct.

My head is kind of messed up, but I might have had the notion that if you confess "Jesus is Lord" and believe God raised Him from the dead, you would be saved (and I might still have this notion, I guess it might be complicated though). I guess I might have had a hang-up on what Lord means here and in the past might have not known who God is referring to. It is the Father, right?

Again, only a believer can confess Jesus is Lord. Is Jesus Lord of your life? Is he controlling everything you do? Is Jesus at the forefront of every decision you make? How can a lost person confess Jesus is Lord?

Maybe someone else can contribute on the issue of whether the NIV version of Romans 10:9 is incorrect? (are you trying to make this point?)

Just as scripture says, it is a two sides coin. A confession and a heart change. This is always the first step. A heart change leads to repentance but that is only after a heart change.

The demons confess Jesus is Lord but they obviously do not have the heart to love the Lord.

So it is definitely both.

To get the true meaning of this verse , YOU to put the next two with it ,
For with the Heart man believe unto , Righteousness ; And with the mouth [ This is saying the true believer will get righteous , as ]
confession is made unto salvation. For the scripture saith .Whosoever [ GOD works with them , to HELP them to be righteous ]
believeth on HIM shall not be ashamed. They will not be ashamed to talk about JESUS or testify

Hello LeeLoving, this may prove to be helpful.

Romans 10
9 If you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved;
10 for with the heart a person believes, resulting in righteousness, and with the mouth he confesses, resulting in salvation.
11 For the Scripture says, “WHOEVER BELIEVES IN HIM WILL NOT BE DISAPPOINTED.”
12 For there is no distinction between Jew and Greek; for the same Lord is Lord of all, abounding in riches for all who call on Him;

13 for “WHOEVER WILL CALL ON THE NAME OF THE LORD WILL BE SAVED.”

So would declaring "Jesus is Lord" be declaring Jesus is Lord to other people? Declaring who He is?

The NIV is not to be trusted. In this case it is OK. As to your original question "BOTH" would apply.
