Don't know, but from what I read it appears that the Original Bill was NOT in response to the virus outbreak, but a Stimulus Package this person wanted to see passed.........as it was working it's way through the Political Process of a Bill becoming Law, the virus outbreak occurred, and THIS BILL (being already in the process) was modified/amended to become the CARES Act that was passed..........

That's not the same as Congress foreknowing the Corona Virus would strike death and illness world wide long before it occurred...........anyway, that seems to be what happened

Controlled conflict brings about controlled change.

Whatever change they want they are using the coronavirus for that change, which would be the start of the change they want.

They could say we knew it was coming, or could come, and it could be bad, and businesses would be shut down, and people out of work, so we prepared the basic income ahead of time.

But then why the delayed reaction concerning the coronavirus if they knew ahead of time it could be bad and a pandemic, and why do they say they were not prepared, and had a shortage of medical equipment.

And the first reported case for the coronavirus was on November 17, 2019 in China.

And why would the bill call it Covid-19 before it even came out, and why didn't they put in case of a pandemic.

How would they know that there could be a Covid-19 outbreak.

But why did they not prepare and had a delayed reaction to the virus, and then have the attitude whoops our bad if they knew ahead of time it could be bad.

I’ve read on this also, the original bill was in response to the stimulus funding of 2009, they where insuring there would be funding if another Great Recession happened again. modified like you said to deal with the coronavirus which is having a similar impact as a Great Recession. but the original bill had been modified several times over the years yet still was in process until the outbreak and that caused the bill to finally be passed though under a new name.

I think I misjudged this and the economic relief was not put as a bill for Covid-19 on January 24, 2019, and went in to law for that sake in 2020.

I did not look at it good enough.

There is a list of actions concerning the bill, and there is no mention of coronavirus pandemic until 3/25/2020.

No worries, it's hard to read through bills and sometimes things get missed. It's a LOT of effort with all the details and legalese.
