Thinking about the history of those 3 cities, I suspect that they were deemed as rich and powerful and that the rich elitists who plotted to rule the world might have been constrained to live and operate and influence from those locations. Fast forward to today, I imagine that the rich elitists can afford to live in any other major city and still have power and influence or from New York City...
