The app is for the chat rooms. It's the only way to access the chats. And many have trouble installing it and have for some time now. In fact there were also links for Mac and Android users and they were recently pulled without warning or explanation.
The thread with the link for the PC chat has some posts from people able to get it to work for them, at the end. And the User2User Tech forum has multiple threads on the subject already. And those same helps given there.
It's been over a year since chats began breaking and almost as long since any official comment about them. So I doubt you're missing much.
