The person who died may have been living a righteous life, but GOD still allowed this to happen.
Well, we are not told if he was righteous. I know from what was written the man killed because God allowed it and because it was allowed, he was provided a safe place to flee. God can only act as just, not unjust. What God allows, we must determine. Does allow mean He willed it, or does allow mean He doesn't intervene? But if that is the case, then why provide a safe place?

Job wasn't a Christian, he wasn't even Jewish. His case shows, even if you are perfect it doesn't protect you from harm.
Ok here's what God said of him "There is no one on earth like him; he is blameless and upright, a man who fears God and shuns evil." As close to perfection as you can get. His situation is unique and no one since then has lived through it.

GOD provided a safe place for the person who did this as an accident. There is no safe place for the person who caused the death on purpose.

Again, Jesus Yeshua teaches a law must be applied with mercy, so we understand no mercy was shown to our brother, Stephen.
Maybe there was mercy in that as he was dying at the hands of his enemies stoning him to death and while still in this world, he saw heaven open and Jesus welcoming him home.

Whoever strikes and kills a man must surely be put to death. If, however, he did not lie in wait, but God allowed it to happen, then I will appoint for you a place where he may flee......Exodus 21:12-13. Interesting, GOD takes responsibility for manslaughter.
actually Moses is who commanded that under the ordination of the unforgiving angel God gave over the people when they built a golden calf and broke the first commandment by worshipping it and crediting it for delivering them from Egypt.

That is this ordination

“Behold, I send an Angel before thee, to keep thee in the way, and to bring thee into the place which I have prepared. Beware of him, and obey his voice, provoke him not; for he will not pardon your transgressions: for my name is in him.”
‭‭Exodus‬ ‭23:20-21‬ ‭KJV‬‬

and this mediators judgements

“And it came to pass, as soon as he came nigh unto the camp, that he saw the calf, and the dancing: and Moses' anger waxed hot, and he cast the tables out of his hands, and brake them beneath the mount.

And he took the calf which they had made, and burnt it in the fire, and ground it to powder, and strawed it upon the water, and made the children of Israel drink of it.

then Moses stood in the gate of the camp, and said, Who is on the LORD's side? let him come unto me. And all the sons of Levi gathered themselves together unto him. And the children of Levi ( Moses preisthood ordination) did according to the word of Moses: and there fell of the people that day about three thousand men.”

in other words
