And that will explain a whole lot. Why have we spent more money on education than all the other countries while at the same time going from #1 to #Last. The only way you can have this continual war is if they don't have a draft and they don't have to declare war and the only people fighting are those who are so poor and poorly educated that they have no choice but to enlist.
Very often they say we are #28 in the world in education. That is very misleading. First, the suburbs have much better schools, maybe even in the top 10, so this #28 is a national average and doesn't simply look at the inner city which is much lower. Then, it is like comparing apples to rotten peaches. Even in the inner city we spend over $10,000 per child whereas the countries we are supposedly on par with for our inner city kids are spending $1,000 or less per child. If you look at our education in the inner city as a return on investment we are without any question, last.
There is no explanation for doing that poorly other than it is intentional.
