If by "police" you mean the Corroner's office, and by "dumped" you mean buried... then I guess that's what happened.
Apparently the Coroner, for whatever reason, wasn't able to find the next of kin to notify them... whether that reason was because they were a slacker with a lack of interest in their job is TBD.
