You don't get saved until you first Believe in Jesus and then you repent and then regenerated by the Holy Spirit

You are filled with Jesus first then the Holy Spirit.
A dead person can't believe. Did you read 1 Co 2:14? Did you understand it?

Nowhere in those verses does it say that guilt led to anything.
Of course the word of God comes first. Faith comes by hearing, and hearing by the word of God.
For the unrepentant, fear and guilt lead them into hell. For the repentant, fear and guilt lead them into heaven.

No one comes to the Father except through me.
We come to the Father through Jesus

Jesus first
Holy Spirit regenerated
We are with the Father

We are saved when God takes us from the law of sin and death and places us under the law of the
Spirit of life in Christ Jesus - all God's work, none of it ours.

[Rom 8:2 KJV] 2 For the law of the Spirit of life in Christ Jesus hath made me free from the law of sin and death.

That's why Peter said this 38 And Peter said to them: Repent, and be baptized every one of you in the name of Jesus Christ, for remission of your sins, and you shall receive the gift of the Holy Spirit.

Jesus is drawing them to Repent

Guilt doesn't save anyone. Neither does repentance. Jesus saves.
Salvation is the revelation and application of the work of Jesus to an individual. It is a demonstration of the grace of God wherein the hearing is given and the heart is circumcised that affects the will to respond in faith.
This is what happened to 3,000 souls the day of Pentecost. Countless thousands more did not have the same response despite hearing the same message and experiencing the outpouring of the Spirit and subsequent signs. What explains the different responses?

Whoever the Father draws have to become saved and raised up on the last day. That "all" therefore cannot mean everyone.

the "all men" are those whom the Father draws to Christ, but not everyone ever born,
When Jesus was alive but now that He's been lifted up He draws people Himself

32 And I, when I am lifted up from the earth, will draw all people to myself
