You cant hear the Gospel Spiritually without being born again, regenerated.
Jesus specifically said one must be of God to hear His words Jn 8:47
47 He that is of God heareth God's words: ye therefore hear them not, because ye are not of God.

Correct, except a negative effect. God uses the Gospel to be a savor of death unto death for the non elect, that perish 2 Cor 2:14-16
14 Now thanks be unto God, which always causeth us to triumph in Christ, and maketh manifest the savour of his knowledge by us in every place.
15 For we are unto God a sweet savour of Christ, in them that are saved, and in them that perish:
16 To the one we are the savour of death unto death; and to the other the savour of life unto life. And who is sufficient for these things?
He designs for them to hear it, disobey it, reject it, so He can justly add to their condemnation

So nobody ever got saved by hearing the gospel? I guess that the apostles and those who followed, who proclaimed the message of salvation, were just wasting their time.
