Just go to the forum where you want to start the thread. Click the "Post thread" button in the upper right. There's usually a little wait time for it to be approved.

Heh, I had to laugh because you just started a topic!
Well I am still a little confused because below Christian Chat Forums it says “Join any discussion, or start a new topic!” But there seems to be no way to start a new Forum, which is what I meant to learn.

I believe new topic refers to just what it says, a new topic. As in one not already created. This is done by going to the appropriate forum and creating a new thread on the new topic.
Only the site owner can create a new forum and he doesn't really take suggestions for new ones. He does not want a large amount of various forums and prefers to keep the number of them limited to keep the site smaller and easier to navigate.

I understand, and I am content with starting a new topic on the Miscellaneous Forum although I thought that Various Moral Issues might warrant its own Forum with each issue discussed in it’s own thread. Thanks!

That class of topic usually goes in the Bible discussion or miscellaneous forum.

If you put it in the Bible discussion forum you will get a lot of argument, insult and general people trying to make themselves look more holy while they say you are not a real Christian.

If you put it in miscellaneous you get mostly discussion, with a little bit of the argument, insult and etc thrown in, but mostly just discussion.
