The Inverse Square Law explains that a force will drastically drop in strength/intensity as it moves away from the source and then shallows out. It's useful to describe the behavior of light, radiation, sound and similar natural phenomenon. This is why light "fades" the farther it is from its source for example even as it covers a wider area away from it.
I'm not sure how that applies to water. I think he's just using the picture to show how the water will conform to the curve of the planet (it's because of the downward pressure of gravity).
