This is a presumption. Millions of conservatives do not vote because their votes won't matter in elections. They live in states where one party always wins. Only 7 states are up for grabs.
In Pennsylvania it was found that 700,000 hunters were not registered to vote. If Republicans did a better job of registering voters, Democrats would never win national offices in Pennsylvania again.

Because in 2016 Trump still won. All the democrats ran to the polls in California when they saw Trump was going to win because they are too stupid to realize winning by a large margin does not change how many electoral votes that Clinton got. A person who fights for democracy by bypassing the democratic process. A person who says that those who believe that Jesus Christ is Lord and King have no place at her rallies. A vote for this person is not irrelevant, in fact if I were the prosecutor it would go a long way to showing the character of the person being tried for being a hypocrite.
