The Church that Christ founded decided long ago which books were in the OT and the NT. It was all pretty much clear by the time of Chalcedon in 451 AD, or some time, some many years before that.
Clement is good reading, but not part of the NT. It is a valuable document as part of "The Apostolic Fathers".

There are a lot of apocryphal writings. I don’t know why this one was left out, but the Bible is a long book already, so if the First Epistle of Clement adds nothing new, then there is no point in including it in the Canon, in my opinion.
