Anyone can start their own thread. Just pick the right area of the forums. Most likely Misc. Though i have seen a few joke threads and they don't usually last.
Suggestions here would be things that only the site owner could implement such as some kind of change in how the site functions or adding new sections of forums. Threads are made by individual users.
