Children are the ultimate human shield.
No one wants to see an innocent child harmed.
Many adults can remain in the welfare system due to this dynamic.
Having a child is the ultimate trump card, to continue receiving funds, despite having no work ethic.
No one wants to withhold funds that will keep shelter, food, and clothing away from a child.
No one thinks taking a child away from their parent/parents, is the ideal.
With all of those realities in mind, is it impossible to break a cycle that allows a sluggard minded adult to remain "in the welfare system"?
Sure you can say no more funds, but if you do that, then the child loses food, shelter, and clothing.
Yes you could take the child, but then the child loses a parent.
Don't get me wrong, I know there are valid situations where people do NEED these forms of assistance. There are more who need the assistance, than those who abuse the system.
Regardless, there has to be a way to break the cycle of sluggards using children as human shields to continue in their own sluggardly state.
