1Timothy 1:15 Faithful is the Word and worthy of all acceptance, that Christ Jesus came into the world to save sinners, of whom I am chief.
1Timothy 1:16 But for this cause I obtained mercy, that in me first Jesus Christ might show forth all long-suffering, as a pattern to those being about to believe on Him to life everlasting.

The verse before it also,

1 Ti 1:13
Who was before a blasphemer, and a persecutor, and injurious: but I obtained mercy,
because I did it ignorantly in unbelief.

Cheif of sinners, and least of the apostles on the basis of what he was "before"

1 Cr 15:9
For I am the least of the apostles, that am not meet to be called an apostle,
because I persecuted the church of God.

 And Paul says, but I obtained mercy, because I did it ignorantly in unbelief.
