Reggae is relaxing and so calm in its melody. I dont listen to much of it though. No woman no cry, is powerful i believe that.

not fluently, but some, yes.
a lot of it, aside from particular idioms, it's not that it doesn't make sense in English, just that it's odd phrasing and broken grammar, with different accent and cadence.
