By legalizing gambling in 44 states so that casinos go from being in Las Vegas and Atlantic City to being in 44 states. The most profitable part of a casino is the one armed bandit, and that attracts the poorest of the poor as a customer. So there is no way to keep the casino from becoming sleazy.

Poor are poor often for having more faith in the slot machine, by wanting something, for nothing than Jesus, the giver of all good things.
