This scripture is a reference to water baptism. After Peter made the statement you reference, he commanded believers to be baptized in the name of the Lord Jesus. (verses 47-48) That's the connection-Those who believe in Jesus receive forgiveness of sin through water baptism in His name. (see Acts 2:38)

He added to the church because they were out preaching the gospel and baptizing people who believed for remission of sins in his name. Like this guy

( this guy was reading about the messiah dying for the peoples sins before he began to preach Jesus from the scriptures ) And he commanded the chariot to stand still: and
