I was driving in Houston Texas and I noticed they are now installing red light cameras which takes pictures of any vehicles's license plates that cross the white stop line while the light is red. The only concern I do have over that is if someone was to legally make a right turn on red if they still will trip the camera and get a ticket.

pretty sure they take that into consideration 
even if it takes a picture...if it was legal they'll realize that. We've had them in Ohio for quite awhile & I've never heard any complaints about right turns.

Here in St. Louis they have them installed but are trying get them taken out now due to several accidents because of them ( people getting rear ended cause they slam on brakes when they realize they are not gonna make it through intersection and see the camera at the last second)
I am not sure, but I think the red light cameras take the pictures of moving vehicles. They may have motion detectors on them or something. It would be a good question to ask a police officer. The next time I go to the court house, I think it should be something to ask about.

The town that I live in dont but the town that is close to the town I live in does, they dont take a picture as long as you come to a complete stop first then you can turn right with no worrys of a ticket along with your suprised blinded mug shot showing up in your mailbox

In portland,Oregon they Do I think so.
Zoeyboy is right if you stop you shouldnt have any problems.....
