In Mark, Jesus called it blasphemy against the Holy Spirit when someone attributed the works of the Holy Spirit to Satan. We must be very very careful not to do this just because we see some manifestation of the Holy Spirit in a way in which we have not experienced Him.
Usually you look at the fruit of what comes forth from that experience. If a person is overwhelmed by the power of the Holy Spirit coming upon them and maybe feels a weakness causing them to want to fall back, yet comes out of that experience with a deeper understanding of Christ's love for them or healing happens, it is a powerful work on that person by the Holy Spirit.
In the Old Testament many people could not stand when the Spirit of God was in their midst. And even when the soldiers came to arrest Jesus, they fell down because of His presence.
It is up to the person who experienced that power upon their body to be the discerning judge - not those who just watch and try to understand it from their own frame of reference.
