People relate to others in the only way that they know how - namely based on their own likes, dislikes and past experiences. If a person with an abusive background is used to playing these games and having them played on themselves then it's likely they'd assume (without any thought) that it would be alright to play these "games" on others. I don't think we need to connect it to a hate crime. But it is still wrong.
