You are correct rewriter.... yet in my experience these ordinances are often used to DENY lifesaving services to our homeless neighbors. The detriment in these cases already exists because most often the ordinances are crafted in such a way as to virtually guarantee cessation of services. Localities often point to existing public/private services, such as is being done here. We have 2 shelters in this area...one for adults only and one for families.... and both have been full for well over 2 years, leaving more than 180 adults unhoused and at risk, and leaving over 200 area children living in cars with their families (according to the local school system) When the need is so overwhelming, churches who claim to be Christian must choose between the need to protect life or follow local ordinances. In such cases I'm fairly certain what Jesus would do, as HE'S already instructed us in the clearest of terms. If we as Christians are subject to persecution or prosecution for following HIS commands, we are blessed by Jesus.
