"Zech. 1-2 I lifted up mine eyes again, and looked, and behold a man with a measuring line in his hand. Then said I, Whither goest thou? And he said unto me, To measure Jerusalem, to see what is the breadth thereof, and what is the length thereof."
First of all, the man with a measuring line is an angel of the LORD. The measuring line is not so much about measuring as laying claim to. The LORD is about to create a new thing, the rebuilding of Jerusalem.
"Zech. 2:3-4 And, behold, the angel that talked with me went forth, and another angel went out to meet him, And said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle therein:"
Not just Jerusalem is meant here but all of Israel and Judah that his people fled from to avoid the hardships of war. They are about to return in great numbers.
"Zech. 2:5 For I, saith the LORD, will be unto her a wall of fire round about, and will be the glory in the midst of her."
The LORD will return to Jerusalem (Zion) his beloved city and will protect it. His people will never be driven from their land again. He will be the Shekinah Glory in the presence of his people.
"Zech 2:6 Ho, ho, come forth, and flee from the land of the north, saith the LORD: for I have spread you abroad as the four winds of the heaven, saith the LORD."
One would think that "the land of the north" means Babylon here, but "the four winds of heaven" means that his people fled in all directions. It is the LORD who caused them to flee by sending armies against Israel and Judah, but now he's calling his people to return. Judgment was poured out upon his people but now the LORD is returning with mercies.
"Zech. 2:7 Deliver thyself, O Zion, that dwellest with the daughter of Babylon."
Babylon is not meant here but all those places in the earth that have committed the same grievous sins as Babylon. His people are called to leave the world of sin and return to their land. "The daughter of Babylon" are all the major cities everywhere that have become pits of hell because of all the abominations committed there.
"Zech. 2:8 For thus saith the LORD of hosts; After the glory hath he sent me unto the nations which spoiled you: for he that toucheth you toucheth the apple of his eye."
"After the glory" means after the death and resurrection of our LORD when he has received power. This happened a long time ago. Our LORD will soon return and take vengeance against those nations that oppressed Israel because they are the LORD's people. For all you Trump haters, it's time to rethink. Under Obama or someone like him would not be a good place to be right now because of their hatred of Israel. They are driven by a spirit that causes them to err.

"Shake mine hand upon them" means to totally destroy them. The LORD will cause this to happen.
"They shall be a spoil to their servants" means people will rise up who live among us and destroy their leaders. Think of riots and cities set on fire and total anarchy. You may not think that this can ever happen here. But if for some reason, the welfare checks stop coming, and people become hungry, all hell will break loose because there's a segment of our society that's very angry already.
"Zech. 2:10-11 Sing and rejoice, O daughter of Zion: for, lo, I come, and I will dwell in the midst of thee, saith the LORD. And many nations shall be joined to the LORD in that day, and shall be my people: and I will dwell in the midst of thee, and thou shalt know that the LORD of hosts hath sent me unto thee."
This is the return of our LORD to Jerusalem (Zion) , the beloved city to dwell with his people. Many nations shall then know the truth and shall return to the LORD in that day and all shall be called his people.

The land of Israel is returned to the 12 tribes of Israel (Jacob) and the LORD's sanctuary shall be in the midst of them "by the border of Judah" (Ezek. 48:8,15). Jerusalem shall be in the midst of the LORD's portion near his sanctuary.

Our LORD has returned from heaven. He is the ultimate authority. All rage, arguments, and conflicts will be quelled. Peace will reign. There will be no more war. Opposition will be totally eliminated.
