"When the day of Pentecost arrived, they were all together in one place. And suddenly there came from heaven a sound like a mighty rushing wind, and it filled the entire house where they were sitting. And divided tongues as of fire appeared to them and rested on each one of them. And they were all filled with the Holy Spirit and began to speak in other tongues as the Spirit gave them utterance." Acts 2:1-4
What kind of speaking in tongues was there?

Apostles began to use foreign languages?
or maybe
Apostles use their native language but each people heard them in its own language?

In second case, the miracle is more wonderful because each of the words of apostles are spoken once and heard translated by any nation, which is not possible in the first case. For me, the second describe better:

"Now when this was noised abroad, the multitude came together, and were confounded, because that every man heard them speak in his own language.
And they were all amazed and marvelled, saying one to another, Behold, are not all these which speak Galilaeans?" (Act2:6-7)

Can someone please explain to me what this is, who its for, how to get it and what it does? Basically everything about it with biblical evidence?

Why must Christians be Baptized?

Baptism in the Black Sea, Ukraine.

Jesus commanded it.
Go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit. (Matthew 28:19) Baptism was taught and practiced by Jesus' Disciples (the Apostles)
Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. (Acts 2:38) The Apostle Peter said this doctrine was applicable to all Christians - in every century.
For the promise is unto you, and to your children, and to all that are afar off, [even] as many as the Lord our God shall call. (Acts 2:39) Baptism is God's instruction for us. It is not wise to reject this instuction
He that believeth and is baptized shall be saved; but he that believeth not shall be damned. (Mark 16:16) But the Pharisees and lawyers rejected the counsel of God against themselves, being not baptized of him. (Luke 7:30) Baptizm is identification with the death, burial and resurrection of the Lord Jesus Christ.
Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death? Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life. For if we have been planted together in the likeness of his death, we shall be also [in the likeness] of [his] resurrection: (Romans 6:3-5)
What is the Holy Spirit? The Holy Spirit is God the Father, the Spirit of Jesus Christ. What is the purpose of the Holy Spirit? That God Himself might dwell in His church, and work his Divine will through the church to finish His plan of redemption. How do you receive the Holy Spirit? Repent, and be baptized in the name of Jesus Christ for the remission of sins. What is the evidence of someone posessing the Holy Spirit? Obedience to the Word of God, and expression and witness to His life:
  • For a good tree bringeth not forth corrupt fruit; neither doth a corrupt tree bring forth good fruit. For every tree is known by his own fruit. (Luke 6:43-44a)
  • But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, (John 14:26a)
  • But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me... (Acts 1:8a)
  • ...and they were all filled with the Holy Ghost, and they spake the word of God with boldness. (Acts 4:31b)
The Holy Spirit is God the Father. This is evident as the virgin Mary was found with child of the Holy Ghost (Matt 1:18) and as Jesus said "God is a Spirit" (John 4:24). The word “Spirit” means “breath” or “wind.” Jesus said, The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit. (John 3:8)
To be born of the Spirit is to be filled with the Holy Ghost - this means that your old nature has been replaced with God's own life and character. While physical signs have accompanied the Holy Spirit at times (a dove at Jesus' baptism, and 120 flames of fire at Pentecost) the fruit of the Spirit proclaims his presence, just as miracles proclaims the power of the Father. The fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, meekness, and temperance.
Before Jesus ascended into Heaven, he said "behold, I send the promise of my Father upon you: but tarry ye in the city of Jerusalem, until ye be endued with power from on high." (Luke 24:49) When the disciples returned to Jerusalem, they were baptized by the Holy Spirit, and boldly proclaimed the Word of the Lord. Receiving the Holy Ghost is the only way to fulfil God's plan of redemption and restoration that began in the Garden of Eden when he called to Adam "Where art thou?"

A permanent work

And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption. (Ephesians 4:30) That's what the Holy Spirit is. It's a Seal of God, that He's found--you've found grace in His sight, and He loves you, and He believes you, and He's put His Seal upon you. What is a Seal? Anyone... Why, A "seal" designates or means "a finished work." Amen. God has saved you, sanctified you, cleaned you up, found favor with you, and sealed you. He's finished. You're His product until the day of your redemption. Sermon: What is the Holy Ghost? Jeffersonville, IN, Dec. 16, 1959

Evidence of the Holy Spirit

"I always do that which is pleasing to My Father. I come not to do My own will, but the Father that sent Me; and the Father that sent Me is with Me. And as My Father has sent Me, so send I you." Oh, my. The Father sent Him, went in Him. The Father that sent Jesus came in Him, worked through Him. The Jesus that sends you goes with you and is in you. And if that Spirit living in Jesus Christ made Him do and act the way He did, you'll have some general idea how It'll do when It's in you; 'cause :Sermon: What is the Holy Ghost? THE HOLY SPIRIT IS A PROMISE

And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit. (Joel 2:28-29) And, behold, I send the promise of my Father upon you: but tarry ye in the city of Jerusalem, until ye be endued with power from on high. (Luke 24:49) Although the prophesy (promise) given in Joel 2:28-29 lingered for over 800 years it finally had It's fulfillment on the Day of Pentecost.
And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance. ("Acts 2:1-4)
TO WHOM IS THE PROMISE FOR?

For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call. (Acts 2:39)

THE PROMISE OF THE HOLY SPIRIT IS ON CONDITION

Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do? Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. (Acts 2:37-38) When the question was asked "what shall we do?" Peter who was given the keys to the Kingdom answered -- repent, and be baptized (leaving no question as to how one is to be baptized.. "in the name of Jesus Christ") AND THEN ye shall receive the gift of the Holy Ghost. Our responsibility is to follow Scriptural instructions. If we fulfill the conditions of repenting of our sins and are willing to be identified with Christ in His death and burial by being baptized in His name, He promises to give the Holy Ghost.
And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper coasts came to Ephesus: and finding certain disciples, He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost. And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism. Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus. When they heard this, they were baptized in the name of the Lord Jesus. And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied. (Acts 19:1-6)

THE HOLY SPIRIT IS A CONFIRMATION OF ONE’S FAITH

And it came to pass, that, while Apollos was at Corinth, Paul having passed through the upper coasts came to Ephesus: and finding certain disciples, He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost. (Acts 19:1-2) These disciples had already believed on the Lord Jesus yet their faith still needed to be confirmed by God by giving them the Holy Ghost. When God recognizes faith within the heart He responds by filling the heart with His Holy Spirit.
But when they believed Philip preaching the things concerning the kingdom of God, and the name of Jesus Christ, they were baptized, both men and women. Then Simon himself believed also: and when he was baptized, he continued with Philip, and wondered, beholding the miracles and signs which were done. Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: Who, when they were come down, prayed for them, that they might receive the Holy Ghost: (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.) Then laid they their hands on them, and they received the Holy Ghost. (Acts 8:12-17)
THE HOLY SPIRIT IS A SIGN OF THE TRUE CIRCUMCISION

And he received the sign of circumcision, a seal of the righteousness of the faith which he had yet being uncircumcised: that he might be the father of all them that believe, though they be not circumcised; that righteousness might be imputed unto them also (Rom.4:11) Abraham believed God and it was reckoned to him for righteousness. Abraham had faith and God had righteousness which He deposited into his account. God then gave to Abraham a sign of circumcision as an authentication of the righteousness of his faith, and an external confirmation of the covenant made with him by God. Now by faith we are the children of Abraham :Know ye therefore that they which are of faith, the same are the children of Abraham.(Gal3:7) As children, we to have been given an unconditonal covenant which came to us through the shed blood of Jesus Christ. :Likewise also the cup after supper, saying, This cup is the new testament in my blood, which is shed for you. (Luke 22:20) Just as Abraham was given a sign of cirmcumcision as a confirmation of the covenant so have we. However, instead of an external confirmation the New Testament believer has an internal confirmation of the covenant which is the true baptism of the Holy Spirit.
For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh: But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God. (Rom.2:28-29)
In whom also ye are circumcised with the circumcision made without hands, in putting off the body of the sins of the flesh by the circumcision of Christ: Buried with him in baptism, wherein also ye are risen with him through the faith of the operation of God, who hath raised him from the dead.(Col.2:11-12)

THE HOLY SPIRIT IS OUR ASSURANCE

To whom God would make known what is the riches of the glory of this mystery among the Gentiles; which is Christ in you, the hope of glory: (Col.1:27)
N.T. hope contains no doubt's, if's, or maybe's but speaks of possessing a favorable and confident expectation. This abiding Christ (Holy Spirit) gives the individual the assurance of passing from death unto life. They have already experienced a spiritual resurrection -- If ye then be risen with Christ, seek those things which are above, where Christ sitteth on the right hand of God. (Col.3:1).
If we have been partakers of a spiritual resurrection by the receiving of the Holy Spirit then we have the assurance of a physical resurrection. But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you. (Rom.8:11)
The Spirit of truth has given us a blessed assurance that the grave is not our final home. We can say as Job: For I know that my redeemer liveth, and that he shall stand at the latter day upon the earth: And though after my skin worms destroy this body, yet in my flesh shall I see God: Whom I shall see for myself, and mine eyes shall behold, and not another; though my reins be consumed within me. (Job 19:25-27) The assurance of complete victory over the grave. The assurance of a resurrection and receiving of a glorified body -- Who shall change our vile body, that it may be fashioned like unto his glorious body, according to the working whereby he is able even to subdue all things unto himself. (Phil.3:21). The assurance an entrance shall be ministered to the heirs of salvation into His everlasting kingdom. Let all who possess this hope of glory give praise to His Name.

THE HOLY SPIRIT IS OUR COMFORT
And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you. (John 14:16-17)

But now I go my way to him that sent me; and none of you asketh me, Whither goest thou? But because I have said these things unto you, sorrow hath filled your heart. Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you. (John 16:5-7)
A comforter in N.T. greek is to comfort, encourage or exhort. It also refers to an aid of any kind such as a legal advisor, pleader, or advocate. It is one who comes forward in behalf of and as the representative of another.
What peace fills our heart for when we are sorrowful the Holy Spirit comforts; when we are discouraged the Holy Spirit encourages; when we are confused the Holy Spirit is our advisor; when we have sinned the Holy Spirit is our advocate; when we no longer have strength to plead for ourselves the Holy Spirit pleads for us. WHAT A COMFORTER HE IS!

God Bless All.

Thanks Red but my question was mainly aimed at people who believe in a seperate baptism apart from salvation. However if you have scripture that disproves this stance then please share :)
I believe there ae are two different types of baptism (haven't read all the post so I don't know if anyone has written this or not. If so considering an agreeing statement confirming each other lol)

Its funny while the kids were taking their test this morning I was pondering the same question and came across these Bible verses about being born again of fire and water.

I believe Fire is the Holy Spirit because they are described as flames alighting on people in Acts, and water is water baptism of John or when a person first confess that they are sinners and Jesus is Lord and Savior who died for remission of their sins. I belive that one is our choice (baptism of water) and can be conferred through human hands. The other is only done by Divine hands and which can be spontaneous or through the laying of hands upon by an apostle. At least that is what I have read in the Bible so far. I will give you the verse I draw my thoughts and beliefs from and you may test my understanding of scriptures for yourself.

Fire Baptism of the Holy Spirit found in Acts 2 Day of Pentacaust (to the Jews),

Acts 2:2-4

New King James Version (NKJV)

2 And suddenly there came a sound from heaven, as of a rushing mighty wind, and it filled the whole house where they were sitting. 3 Then there appeared to them divided tongues, as of fire, and one sat upon each of them. 4 And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance.

Acts 8: 14-16: apostle pray and lay hands,
Acts 8:14-16

New King James Version (NKJV)

14 Now when the apostles who were at Jerusalem heard that Samaria had received the word of God, they sent Peter and John to them, 15 who, when they had come down, prayed for them that they might receive the Holy Spirit. 16 For as yet He had fallen upon none of them. They had only been baptized in the name of the Lord Jesus.

Acts 10:44-50
New King James Version (NKJV)

The Holy Spirit Falls on the Gentiles

44 While Peter was still speaking these words, the Holy Spirit fell upon all those who heard the word. 45 And those of the circumcision who believed were astonished, as many as came with Peter, because the gift of the Holy Spirit had been poured out on the Gentiles also. 46 For they heard them speak with tongues and magnify God.
Then Peter answered, 47 “Can anyone forbid water, that these should not be baptized who have received the Holy Spirit just as we have?” 48 And he commanded them to be baptized in the name of the Lord. Then they asked him to stay a few days.

John 3
5 Jesus answered, “Most assuredly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God. 6 That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. 7 Do not marvel that I said to you, ‘You must be born again.’ 8 The wind blows where it wishes, and you hear the sound of it, but cannot tell where it comes from and where it goes. So is everyone who is born of the Spirit.”

  1. Matthew 3:11
I indeed baptize you with water unto repentance, but He who is coming after me is mightier than I, whose sandals I am not worthy to carry. He will baptize you with the Holy Spirit and fire.
  2. Luke 3:16
John answered, saying to all, “I indeed baptize you with water; but One mightier than I is coming, whose sandal strap I am not worthy to loose. He will baptize you with the Holy Spirit and fire.
May God bless those who seek to walk in His light, Truth and Laws, through the grace given to us when we were sinners still by Jesus Christ death on the cross and His Ressurrection. Let all the world rejoice for our Savior LIVES!

The answers to the questions ive been repeating throughout this thread and desperately seek answers too. How do people receive the baptism of the spirit? What happens to us nowadays when we get it? How does it change someones relationship with God? Do we receive anything by getting baptized?

how to recieve the baptism of the holy spirit -

You must be born again christian-

Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call. ( Acts 2:38-39 )

it is administered by Jesus -

John answered, saying unto them all, I indeed baptize you with water; but one mightier than I cometh, the latchet of whose shoes I am not worthy to unloose: he shall baptize you with the Holy Ghost and with fire: ( Luke 3:16 )

the baptism in the Holy Spirit is a gift received by faith -

That the blessing of Abraham might come on the Gentiles through Jesus Christ; that we might receive the promise of the Spirit through faith. ( Galatians 3:14 )

But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him. ( Hebrews 11:6 )

we receive by asking -

And this is the confidence that we have in him, that, if we ask any thing according to his will, he heareth us:
And if we know that he hear us, whatsoever we ask, we know that we have the petitions that we desired of him. ( 1 John 5:14-15 )

And I say unto you, Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you.
For every one that asketh receiveth; and he that seeketh findeth; and to him that knocketh it shall be opened.
If a son shall ask bread of any of you that is a father, will he give him a stone? or if he ask a fish, will he for a fish give him a serpent?
Or if he shall ask an egg, will he offer him a scorpion?
If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?
( Luke 11:9-13 )

God the Father gave (poured out ) the Holy Spirt on the day of pentecost once and for all.
therefore it is not a matter of God giving you the Holy Spirit, but rather you receiving what God has already given. pray to receive the gift that God has already given to the believer.

when you get baptized you receive eternal life .

what does the Holy Spirit do for you -

you speak to God -

For he that speaketh in an unknown tongue speaketh not unto men, but unto God: for no man understandeth him; howbeit in the spirit he speaketh mysteries. ( 1 Corinthians 14:2 )

you are edified od charged up spiritually -

He that speaketh in an unknown tongue edifieth himself; but he that prophesieth edifieth the church. (1 Corinthians 14:4 )

But ye, beloved, building up yourselves on your most holy faith, praying in the Holy Ghost,
Keep yourselves in the love of God, looking for the mercy of our Lord Jesus Christ unto eternal life. ( Jude 1:20-21 )

you are to pray and sing in your prayer language -

For if I pray in an unknown tongue, my spirit prayeth, but my understanding is unfruitful.
What is it then? I will pray with the spirit, and I will pray with the understanding also: I will sing with the spirit, and I will sing with the understanding also. ( 1 Corinthians 14:14-15 )

Let the word of Christ dwell in you richly in all wisdom; teaching and admonishing one another in psalms and hymns and spiritual songs, singing with grace in your hearts to the Lord. ( Colossians 3:16 )

Speaking to yourselves in psalms and hymns and spiritual songs, singing and making melody in your heart to the Lord; ( Ephesians 5:19 )

when you dont know how to pray properly about a situation, you can pray in the spirit -

Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered.
And he that searcheth the hearts knoweth what is the mind of the Spirit, because he maketh intercession for the saints according to the will of God. ( Romans 8:26-27 )

you may be used in the gifts of the spirit -

Read - (1 Corinthians 12:1-11)

when you put on the armor of God,you are instructed to pray in your prayer language -

Read - ( Ephesians 6:10-18 )

you don't need more power, what you need is faith that God loves you and will help you overcome anything. do you want to talk about the sin or should we just pray for you?

Remember that God tells us this:

2 Timothy 2:3-7

New King James Version (NKJV)

3 You therefore must endure[a] hardship as a good soldier of Jesus Christ. 4 No one engaged in warfare entangles himself with the affairs of this life, that he may please him who enlisted him as a soldier. 5 And also if anyone competes in athletics, he is not crowned unless he competes according to the rules. 6 The hardworking farmer must be first to partake of the crops. 7 Consider what I say, and may[b] the Lord give you understanding in all things.

you dont need nothing to show you.

if you believe and have faith you dont need a sign.

Now faith is the substance of things hoped for, the evidence of things not seen. ( Hebrews 11:1 )

Jesus said unto him, If thou canst believe, all things are possible to him that believeth. ( Mark 9:23 )

For verily I say unto you, That whosoever shall say unto this mountain, Be thou removed, and be thou cast into the sea; and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith. (Mark 11:23 )

For ye have need of patience, that, after ye have done the will of God, ye might receive the promise. (Hebrews 10:36 )

Know ye therefore that they which are of faith, the same are the children of Abraham.( Galatians 3:7 )

And so, after he had patiently endured, he obtained the promise. ( Hebrews 6:15 )

maybe your problem is -

But let him ask in faith, nothing wavering. For he that wavereth is like a wave of the sea driven with the wind and tossed.
For let not that man think that he shall receive any thing of the Lord. (James 1:6-7 )

And when he had sent the multitudes away, he went up into a mountain apart to pray: and when the evening was come, he was there alone. 24But the ship was now in the midst of the sea, tossed with waves: for the wind was contrary. 25And in the fourth watch of the night Jesus went unto them, walking on the sea. 26And when the disciples saw him walking on the sea, they were troubled, saying, It is a spirit; and they cried out for fear. 27But straightway Jesus spake unto them, saying, Be of good cheer; it is I; be not afraid.
28And Peter answered him and said, Lord, if it be thou, bid me come unto thee on the water. 29And he said, Come. And when Peter was come down out of the ship, he walked on the water, to go to Jesus. 30But when he saw the wind boisterous, he was afraid; and beginning to sink, he cried, saying, Lord, save me. 31And immediately Jesus stretched forth his hand, and caught him, and said unto him, O thou of little faith, wherefore didst thou doubt? 32And when they were come into the ship, the wind ceased.
(matthew 14:23-32 )

This is the reason many have issues with a post conversion filling. Cuz many are left feeling as if they are lacking something.

Please don't let this become a weight to you. Keep seeking all the father has for you, but also rest in his love and peace.

Lad: All that happens is that you become empowered of God to DO His will and His word. THere isn't any weird feeling or anything like that, although some peope do get a warm feeling for a minute or so, but not everyone. Along with the Holy Spirit empowerment should come your "tongues"....speaking in tongues in languages that you do not know, but that God and Angels DO know. It is the HOLY SPIRIT PRAYING THROUGH YOU. Usually this is imparted through the laying on of hands. Read Acts chapters 2, 9,10 and 19

Lad,

patience. guard your heart and mind against the lusts of the flesh: pride, anger, self-righteousness, etc.

James 1: 22
"so what does God say? Do not merely listen to the WORD, and so deceive yourselves. Do what it says!"

Galatians 5: 18-23

Hebrews 12: 5

Proverbs 28:13

2 Corinthians 10: 4-5
"for the weapons of our warfare are not carnal but mighty in God for pulling down stronghold casting down arguments and every high thing that exalts itself against the knowledge of GOD, bringing every thought into captivity to the obedience of Christ."

there will be no external manifestation of the Spirit until the internal gifts have taken root and started growing in your heart and mind and soul.

:) May God bless you and your search for His truth. May He touch your heart and place in it repentance, humbleness and brokenness that is the tilled soil in which these seeds of righteousness grow.

Hello, hello, hello

Hi. Sorry, just in a good mood and I see you are almost getting frustrated. Sorry I took so long. Ok, let's start.

Baptism of the Holy Spirit.

To understand the baptism of the Holy Spirit we first must understand the purpose of all baptisms.
1Jn 5:7 For there are three that bear record in heaven, the Father, the Word, and the Holy Ghost: and these three are one.
1Jn 5:8 And there are three that bear witness in earth, the Spirit, and the water, and the blood: and these three agree in one.
Ok for your salvation. It is kind of like a contract which you undertake, and their are three signatures required of witnesses.

So now you have three witnesses in Heaven, being God the Father, The Word and The Holy Ghost.
But you also undertake three baptisms. The baptism of the Holy Spirit being one of them.
You see when Adam died after he exited Eden, because God did say He will die. And God is not a liar. Adam's spirit did die. Now in John 3 you read that Jesus said that you must be born of the spirit and water to be allowed to enter the Kingdom of God. (Which is spiritual, by the way) Just so, you cannot totally woship God in spirit and in truth, if you are not in SPIRIT. Which should start to make sense. You cannot be BORN of the spirit, if the spirit did not give birth to you (in a manner of speaking) So when you repent yourself and gave your heart to Jesus, you came under the baptism of Blood. Which is the Blood of Jesus. Without the Blood of Jesus you are not set free. For to forgiven you must also pay the price. The price for your sin is death. However Jesus came and paid that part for you, so that you do not have to die, but may live eternally. How? Well by now I am sure you know He died on the cross and overcame death. OK, so now you can tick one of the witnesses off. Next, by your own choice you must be baptised with water. This is done so that you symbolically undergo through the death of Christ and rise cleansed. It is also so that you unite with Christ. Laying of your former life (life of sin) and striving to live a perfect (sinless) life through Christ that gives you the strength and wisdom to do so. Now whether you are baptised with water or with the Holy Spirit first does not matter.

Act 10:44 While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
Act 10:45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
Act 10:46 For they heard them speak with tongues, and magnify God. Then answered Peter,
Act 10:47 Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?

Here Peter baptised these people after the Holy Spirit fell on them. Where at the day of pentacost when the Holy Spirit fell on the disciples for the first time, they were already baptised with water.

So to explain your first question. What is it?
It is where the Holy Spirit connects your Spirit to God's and gives birth to your new Spirit, hence making you a new MAN.
As man is made out of three aspects. A physical Body. A soul and A spiritual Body.
So in this you become a whole HUMAN again.

To your second question. Who is it for?
1Co 12:3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.
1Co 12:4 Now there are diversities of gifts, but the same Spirit.
1Co 12:5 And there are differences of administrations, but the same Lord.
1Co 12:6 And there are diversities of operations, but it is the same God which worketh all in all.
1Co 12:7 But the manifestation of the Spirit is given to every man to profit withal.
The Baptism is for all who Believe in Christ as their personal Saviour. That Christ was born of the Virgin Mary in the flesh, died for our sins and on the third day He rose from the grave after He conquered death. Spend time with His disciples and then ascended into Heaven where He now sits at the right hand of the Father.

How to get it?
There are three methods mentioned in the Bible at how to obtain the Baptism of the Holy Spirit.
One:
Act 2:1 And when the day of Pentecost was fully come, they were all with one accord in one place.
Act 2:2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
Act 2:3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
Act 2:4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
By being in Unity with other Christians and Praying for God to Bless you with the Baptism of the Holy Spirit.
When the Baptism comes over you, you will notice that you have an urgency inside you to praise God, amongst other things.
Two:
Act 19:6 And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied.
Certain people whom God have already given the Holy Spirit to has been given a gift. They can lay their hands on you that you will receive the Baptism of the Holy Spirit. Note however that it is not all who are baptised with the Holy Spirit that has this gift. And God and entrusts this to some people.
And Three:
Act 10:44 While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
Act 10:45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
Act 10:46 For they heard them speak with tongues, and magnify God. Then answered Peter,
Where the Holy Spirit, Himself decides to baptise someone after they have given their hearts to the Lord.

So what I would recommend is method one. Go to some respectable Christians and pray with them in unity that God will bless you with the Holy Spirit. I shall also pray for you since your request was sincere.

To your last question: What it does?
When you have been blessed by the Holy Spirit, you will be allowed spiritually to access the Kingdom of God.
Now that is a whole new story. You will be allowed to persue the ability to actually hear God speak to you.
Someone who knows how, can teach you this, or the Holy Spirit Himself can teach you this. In my case it was more the Holy Spirit. You will also then after be able to learn how to heal others, speak in different languages or understanding them or any of the gifts mentioned in 1 Corinthians 12.

Understanding how the gift works and how to use it is still required, but often enough if you use a little bit of faith you can go a long way with most of the gifts.
