I would not put it as candid as you put it...but if we were to assume the policeman as Christ he has the authority to shield you from the law. But you must obey him and therein lies the benefits...that is why the scripture says "hear him"...but I think you get the general idea.
You are right, we are to submit to authority's placed over us.

I know someone will mention Adolf Hitler, stating you are telling us to submit to evil. NO, GOD reserves the right to bring an enemy army against an evil ruler, and HE DID.
BUT in my opinion, IF they are not forcing us to do evil in the sight of GOD, then we are to submit to that governing authority, even if it cross grains with our personal political opinions.
NOW here is the one that many Christians still struggle with obeying today.

The 55 m.p.h. speed limit (or whatever it is posted at), IT IS AN ORDINANCE OF MAN. Because of what GOD had Peter say above, it certainly is SIN to break the speed limit. It is willful disobedience against GOD and rebellion against the authority that is placed over you. GOD even gave you the TOOLS you need to stop inadvertently sinning by breaking the speed limit. They are called the brake and cruse control. Many Christians who think they no longer sin, fail to consider speeding sin.
But it is certainly is SIN.
