Yes but in many parts of the world distributing Christian gospel tracts is illegal. Your position that "if you break the law and resist you may die. Why tie the hands of our officers and make way for lawlessness" begs a correct context. Read:
Romans 13 Truth > Home
How about this? The government backs off the authoritarianism over petty issues and lets people live their lives in peace. Rescind the criminalization of pettiness that occurred in the crime waves of the 80's and 90's as the public overreacted.
I watched a man who took a slice of pizza get sentenced to 25 years in a CA state prison:
Stealing one slice of pizza results in life sentence - SFGate
I watched a man who filled out the wrong form for a harmless orchid have his retirement sucked dry by the government and thrown in a federal prison:

Etc... etc... etc.. thousands and thousands of examples.
Now they put five police officers on a guy selling a few cigarettes and kill him.
All of this may be "on earth as it is in heaven" to you but it certainly isn't to me friend and I'm a "right-wing" get tough on crime guy. But
real crime, that is. Not this pettiness.
The present situation where draconian government force is brought to bear on the most petty situations that misnamed "liberals" along with neocons have wrought on this nation needs to be rescinded. On the other side of the coin, the death penalty needs to be implemented consistently for first-degree murder. Complimenting that should be restoration of self-defense laws so that people can defend themselves, when necessary, without facing bankruptcy in civil court and prison time. We kill people on the sidewalk for selling a few cigarettes and let murders run criminal empires from prison. We make it too difficult for law abiding home owners to police their own property. It is irrational and unbiblical.
The Ferguson child and not a child in the bible you were considered an adult at age 12. He was a thief shall we reward a thief. The new York guy was selling illegal cigarettes. Shall we reward evil with good. The message should be if you break the law and resist you may die. Why tie the hands of our officers and make way for lawlessness.
