That's a really good question. As Memo is brand new, the bonding is crucial in the beginning, and I need to be more restrictive. I got Plato in 2010, so it is easier for me to talk about him.
I appreciate that people ask before petting. If I am in a place or situation where it is demanding for the dog I say no. And if I don't trust the person or I am in a hurry. At church he is every kids' pet. They all pet him and he enjoys it more than the loud worship. When at home I say your welcome when he can go to visitors (As I have many AirBnb guests and students) and he is a real charmer and loves everybody. At work or at meetings he has to lie still until break. He knows that word! Then he comes to me and some of the students might want to pet him and it is ok. Most students are Muslim, so I have to keep him under control. I still remember some Somali women jumping up in the couch of fear from him. I let people pet him as long as I know I will get his attention when needed.
It is no black and white answer. But in a grocery store or in meetings you should never ask for petting a dog on duty.

I thought you were just being a smarty pants 
If you want to give her the benefit of the doubt, you might consider that maybe she was too nervous to go out with you. Maybe she didn't she herself worthy of you.
It won't hurt to try again. Don't judge her too harshly, yet. Give her another chance. If she dumps you again then you know she's not right for you.
