Nothing happens by chance with God. This is a fact.
I don't. I would go so far as to say that very little of what happens on this earth is according to God's will.
Based on what the scriptures say, yes, I believe that God is responsible for putting all leaders into power. A more descriptive and accurate term may be 'allows'
Hosea 8:
4) They have set up kings, but not by me: they have made princes, and I knew it not: of their silver and their gold have they made them idols, that they may be cut off.
How do you square that with your belief that God is responsible for putting all leaders into power?
Personally, I can't see how the monsters that you listed benefitted anyone
but God had a reason for doing so or He would not have appointed these people.
It says in the book of John that God is love, so yes again, it has to ultimately be for His glory and benefits those that He loves.

I believe those verses are to be understood differently than a surface reading might suggest. Society needs order, whether you live in a Kingdom, a republic, a democracy, or whatever. Those different systems are different ways of ordering society. Any of them can be godly, or godless. Generally, when people obey the government, whether godly or godless, life goes better for them, and society functions better.
I do not believe those verses should be understood that God is responsible for placing wicked people into power.
