26 I beheld, and, lo, the fruitful place was a wilderness, and all the cities thereof were broken down at the presence of the Lord, and by his fierce anger.
God was saying, there was cities also, and, He destroyed them at the presence of Him and by His fierce anger. ( That begs the question : why was He angry ? clue would be= ( Ezekiel 28 ; & Revelation 12:4 ).
27 For thus hath the Lord said, The whole land shall be desolate; yet will I not make a full end.
And He didn't . He decided instead, to bring in this age of Salvation and testing. Where Gen1:3 picks up. Where He is not making a earth; but rejuvenating the earth from the destruction he just described in Jeremiah 4.
