"All" is not always used as all-inclusive, "all" can also mean everything of a limited context, or under Gods dominion. In 2 Chronicles 36:23, Cyrus' empire is said to have encompassed "all the kingdoms of the earth." But there were kingdoms in the Far East which were surely not included.
