A couple of things I want to answer:
good example of the problem. like i said b4, there was a time when an employer had no shame working side by side with workers, leading by example. now they dont time to be out there with the filthy peasants
This statement reeks of personal bias, and is not based on facts. I can leave my home right now and within a 10 minute drive find 8 or 10 Eateries where the Manager/Asst. Managers, and even Owners are working side by side with their Employees. As well, I know of two where the Owners are also the Cooks, Dishwashers, and clean tables, toilets and floors.
Even if you are only speaking of the Major Stores.....Burger King, Mickey D's, whatever, the Managers, Asst. Managers routinely work side by side with the hourly Employees.

You seriously going to say that it is far too much to expect an Employee TO ASK prior to grazing? Your comparison, BTW, is weak...........due to the Mosaic Laws about such, "the corners of the fields........"
so how should we punish them, prison, 3rd time life in prison? for taking food? why they do it, they were hungry, why hungry, not enough money for food, because their greedy employer keeps all the money for himself.
Again, pure personal bias........and a "broad brush" derogatory statement condemning people you have never met or know anything of. As for "pay." Perhaps people here do not know that the Hourly Employee is assured a certain amount of pay for each hour they work. And, while it may seem like far more, the Salary personnel quite often earn far less per hour worked than the Hourly Employee. The Salary personnel quite often work 50, 60 hours a week or more, and when one does the math, their salary (when reduced to an hourly wage) is less than what the Hourly people are receiving. In every case? No. But in the instances where this is not true, one has to also remember those Salary personnel worked long hours, and put in great effort TO EARN what they are being paid.
And every Hourly Employee has the opportunity to work hard, be a Team Player, gain experience, and seek advancements.........Shift Mgrs., Asst. Mgr.. Manager..........and, possibly one day, own their very own Store.
Yes, technically, "grazing" is stealing. However, your "punishment" offerings are just silly. Usually, a verbal warning is the first step. And this is ONLY when the "grazing" exceeds what is acceptable to the Manager/Owner of the Store. Second step would be Written Warning, and possibly, the third step would be Dismissal.
Any Manager/Owner knows that they MUST DOCUMENT wrong doings by an Employee PRIOR to the third step being taken. Otherwise, they could face problems with the Local Labor Board.
