rejoicing when?

when He gave the sea its boundary
so the waters would not overstep His command
(Proverbs 8:29)
wisdom was present when?

at the very beginning, when the world came to be,
when there were no watery depths
(Proverbs 8:23-24)

the world came to be before there were watery depths
Do you think, there were men when the Sea was set in its boundaries and the command given to the waters not to overstep the boundaries?

IMO, that chapter is about wisdom and wisdom describes how it was before creation and describes the events during creation and how He (Wisdom) to part in creation and rejoiced but now advices man to seek Him (Wisdom). Wisdom rejoiced in mankind during creation.

but dude you just quoted it:

The Lord brought me forth as the first of His works,
before His deeds of old;
I was formed long ages ago,
at the very beginning
(Proverbs 8:22-23)
Brought forth doesn't necessarily mean created. Wisdom resides in the conscious mind, being brought forth means to be actualized or used to do some work. Thinking that wisdom was created would imply God was created- because God is spirit, the spirit of wisdom and truth.
IMO

if the universe was in the breath He put in the clay where did He get the clay?

there were 5 yoms of creation before the yom of man, before the heart of man was formed, and wisdom was formed before these.
The day is only with retrospect to man's heart, not God. A day is a day, morning and evening as man would see and understand when he becomes a living soul on the 6th day. The moment man becomes a living soul, because of the program in him, he would understand that 5 similar days have passed.

God said in Gen 1:14And God said, “Let there be lights in the expanse of the sky to distinguish between the day and the night, and to mark the seasons and days and years.

Time was not for Himself but for man. It is man who experiences time by visualizing the sun when the earth rotates against it. So God creates these things by putting them in man.

These are great scriptures of course and there's a distinction between man and God
thou hast said, I am a God, I sit in the seat of God, in the midst of the seas;
yet thou art a man, and not God, though thou set thine heart as the heart of God
(Ezekiel 28:2)
God's spirit is Truth, it was put in the heart of a man but man lost it. If a man doesn't have truth in him, then that condition is what we call sin but if man has truth in them, and truth is God, then they are righteous and can be called sons of God. Since Adam, we lost that glory, whatever sits in our hearts which is not truth is evil and is our god. Because of this, man is separated from God.
in Him all things were created: things in heaven and on earth, visible and invisible,
whether thrones or powers or rulers or authorities; all things have been created through Him and for Him.
(Colossians 1:16)
This describes Christ and Christ is the title that means authority of God on earth. Simply means, a righteous man/ son of God. The whole church is the body of Christ that God had loved and drawn them to Himself before the foundations of the world.
God is not a man, that He should lie
(Numbers 23:19
Precisely. God is truth and man lost the truth which was put in him.
does scripture say God's heart is the heart of a man?
No

I thirst for You, my whole being longs for You,
in a dry and parched land where there is no water.
(Psalm 63:1)
My people have committed two sins:
They have forsaken me, The Spring of Living Water,
and have dug their own cisterns, broken cisterns that cannot hold water.
(Jeremiah 2:13)
If you knew the gift of God and Who is asking you for a drink,
you would have asked Him, and He would have given you living water.
(John 4:10)
True. God's spirit is the water that gives life to the heart of a man; man lost it.

You need to read Genesis 2 creation account again, it poetically describes the heart of a man as the garden of Eden with four rivers feeding it and at the center, God planted the tree of life and also other trees. The tree of life is nothing more than the Truth and that Truth comes in the form of Jesus in this last days.

pay attention to what you are reading

now the Lord God had planted a garden in the east, in Eden;
and there He put the man He had formed
(Genesis 2:8)

there was no man to cultivate the ground.
but a mist used to rise from the earth and water the whole surface of the ground.
then the Lord God formed a man
(Genesis 2:5-7)

before man - creation
before man - a garden
before man - water

man was created the 6th yom outside the garden
man put in the garden
the garden pre-existed man and was watered by a water pre-existing man

He has also set eternity in the hearts of men, yet they cannot fathom the work God has done from beginning to end.
He put eternity in our heart means it was not intrinsic to it but added

the Cantor set:

Cantor3.gif

[0,1] is a finite domain but infinity is found in the midst of it

math is not man's invention, but his discovery.

Like i said, it is poetic and there are reasons to believe so and especially the tree of life.
The way that tree is described elsewhere, we can tell it is not a physical tree:

Rev 22: 1Then the angel showed me a river of the water of life, as clear as crystal, flowing from the throne of God and of the Lamb 2down the middle of the main street of the city. On either side of the river stood a tree of life, bearing twelve kinds of fruit and yielding a fresh crop for each month. And the leaves of the tree are for the healing of the nations.

To me this is a description of how God's people will have truth in their hearts and live forever rather than a physical tree from which they eat its leaves- Paul said the Kingdom of God is not about eating and drinking but life. Physical eating and drinking is for the sustenance of flesh only.

Prov 3:17Her ways are pleasant, and all her paths are peaceful. 18She is a tree of life to those who embrace her, and those who lay hold of her are blessed.

God planted a garden in the east - east of what? East in the bible stands for judgement and judgement is of the heart. The Cherubim was set on the east of the garden to guard it- as if man could not sneak in through the west but no one said it was a physical garden, it was the heart of man.

God set man to work on it means man was to hold on to the truth.

on what basis do you flip between water = man's heart and water man's heart ?

sure seems like you arbitrarily choose to create for yourself whatever definition suits a preconception you're trying to backwards-justify.

We know how He did it:

Gen 2:7Then the LORD God formed man from the dust of the ground and breathed the breath of life into his nostrils, and the man became a living being.

Job 33:4
The Spirit of God has made me, and the breath of the Almighty gives me life.

The spirit of man was not something that was manufactured separately, it was a part of God.

Gen 1:31 "... evening and the morning were the sixth day". Is this word relative to a particular location on the earth? If yes then, it is still fifth day on the other side of the earth.
No.

God's people will have truth in their hearts and live forever
And I saw a new heaven and a new earth:
for the first heaven and the first earth were passed away;
and there was no more sea.
(Revelation 21:1)
Physical eating and drinking is for the sustenance of flesh only.
while they still did not believe it because of joy and amazement, He asked them,
Do you have anything here to eat?
they gave Him a piece of broiled fish, and He took it and ate it in their presence.
(Luke 24:41-43)
He said to them,
I have eagerly desired to eat this Passover with you before I suffer. For I tell you,
I will not eat it again until it finds fulfillment in the kingdom of God."
(Luke 22:15-16)
the angel said to me, “Write this: Blessed are those who are invited to the marriage supper of the Lamb.”
And he said to me, “These are the true words of God.”
(Revelation 19:9)
that day when I drink it new with you in my Father's kingdom.
(Matthew 26:29)

You have to use your God given wisdom to discern when the bible is talking about water (H2O) and water (heart of a man)
I don't see how the word waters as used below means H2O:

Gen 1:1 In the beginning God created the heavens and the earth. 2Now the earth was formless and empty, darkness was over the surface of the deep, and the Spirit of God was hovering over the waters.

Psalm 24:1A Psalm of David. The earth is the LORD’s, and the fullness thereof, the world and all who dwell therein. 2For He has founded it upon the seas and established it upon the waters.

2 Peter 3:5
But they deliberately overlook the fact that long ago by God's word the heavens existed and the earth was formed out of water and by water,

Psalm 104:3
laying the beams of his chambers on the waters above, making the clouds His chariot, walking on the wings of the wind.

The obvious question would be, how did God create the whole world by water and found it upon the seas? isn't the seas part of the world and isn't water part of the earth?

Peter says the earth was formed out of water by the water- How?
