When you get to verse 6, you will read that Paul ordained Timothy to preach the Gospel. His laying on of hands (IMO) also caused Timothy to receive the indwelling presence of the Holy Spirit, as this is how he did it to others.
6 Wherefore I put thee in remembrance that thou stir up the gift of God, which is in thee by the putting on of my hands. (KJV)
